What is Partial DLA?

Partial Dislocation Allowance (DLA) is a one-time allowance paid to Service members who are ordered to occupy or vacate Government family-type quarters due to privatization, renovation, or for the convenience of the Government.

Eligibility (JTR 050508)

A Service member must be paid a Partial DLA if:

  • Ordered to occupy or vacate Government quarters due to privatization, renovation, or any other reason for the Government’s convenience.

Not Authorized

Partial DLA is not authorized for:

  • A local move upon separation or retirement.
  • Moves from privatized housing to privatized housing.
  • A PCS (Permanent Change of Station).
  • Changes in family size or bedroom requirements for convenience (including promotion).
  • Voluntary moves.
  • Pending divorce or family separation.
  • Service member misconduct.
  • Moves between unaccompanied housing units.

Allowances

  • Partial DLA is a one-time payment paid at a flat rate for a qualifying event.

How to Request Payment

Unlike standard DLA which is typically processed with your PCS travel voucher, Partial DLA may require a separate submission depending on your local finance office. You will generally need to provide:

  • A copy of the official order or memorandum directing you to vacate or occupy the quarters.
  • A completed DD Form 1351-2 (Travel Voucher).
  • Documentation from the housing office confirming the date you were required to move.
